When they themselves benefit the most from it?

The first country to adopt multiculturalism as official policy was Canada. It was to solve two problems:
1. Population of the country was so low that economic growth was virtually impossible. With the exception of a few people in the major cities, most Canadians were dirt poor and technological advancement was limited. Average life expectancy in Canada at the time was at the same level as third world countries.
2. Canada's Anglophone and Francophone populations were fighting over the country's national identity, and were killing each other over it. The country almost devolved into a full blown civil war and split up, the apex of this tension being the October Crisis in 1970.
The solution of multiculturalism was to kill two birds with one stone:
1. Stop the Anglophones and Francophones from killing eachother by saying "We are a multicultural country. The country has room for both of you. You can both keep your culture and have a say in this country's affairs."
2. Foster immigration to allow more economic growth.
The end result:
Canada is now the most stable country in the Western world. The population has surpassed the population of the United States as being the most affluent population on earth (the average Canadian is richer than the average person anywhere on the planet). Life expectancy is the highest in the world. The Canadian tech sector is at the forefront of the newest technology (including stuff from science fiction like artificial intelligence and teleportation)
It has been mostly the white population who has gained from the fruits of all this, however. Black and indigenous Canadians still live in poverty. Yes, other non-white groups have benefited (East Asians, South Asians, MENA people, Hispanics, black people from the Caribbean or Africa), but it has been mostly the whites.
It was developed by white people, for white people, to stop white people from killing other white people, really.
